DEMAND TOTAL CONSCRIPTION

2012 is the time of global chaos
 but not to worry
our Continent will both survive and flourish.

It is presumed that when the pressure from off-continent ancient cultures and power elite groups becomes truly severe both economic or otherwise those who are really in charge of North Americ a will take the proper actions.  A unification of North America offers the best chance for defense and protection of natural resources and it will proceed swiftly.

The army takes care of it’s own as everyone will be in the army everyone will be taken care of. Now if this sounds simplistic and silly well it is not. And re-organizing a continent is very complex. Put aside your preconceived notions of what life during this temporary state of martial law might be like. Once again, a total conscription program will have one very significant difference that being literally everyone is drafted into service leaving no one to be dominated by the military.  Those who can perform some useful function will be placed where needed. The needs of everyone will be provided for via their universal energy accounting systems Energy Acquisition Card.


A bold plan of action for changes to our social system
to facilitate the distribution of an achieved abundance.

0.0 Martial Law the Total Conscription kind
This action should begin with the federal government of the U.S. of A. invoking FEMA. The Federal Emergency Measures Act and Canada's federal governments invoking its Emergency Measures Act and all other nation states involved at the time taking similar measures. The entire Continent of North America should be placed under Martial Law. This is required to avoid both off Continent influence and internal legal interference--recourse. Bear in mind that when martial law is declared every citizen becomes part of the army not subservient to it all will be fed, clothed, and adequately housed.

First an energy survey of North America to record our total energy output.
Next phase out the banking system and replace money with Energy Accounting.
Next provide adequate housing.
Next begin building of the infrastructure phasing out industries detrimental to society.

All of this will proceed quickly without the usual price system interference


0.1 The Total Conscription Program
will conscript or freeze the entire financial--corporate--personal wealth of the nation states involved at the time. These directives as does everything mentioned in the TTTTT project applies to any and all nation states involved at the time.

1.0 Assuring an adequate work force
All citizens between the ages of 18 and 65 deemed capable shall be considered as front line members of the armed services. (Without having to go to boot camp.)

1.0.1 As in the army pay is automatic and not dependent upon whether or not a person was asked to do anything. All people will receive transition information via TV networks and the www. Those of the manufacturing and other civilian services will be under the direction of the technological command in which they serve. It is to be noted here that this is NOT just a labor conscription program. This program simply includes manpower as one of its phases.

1.0.2 All of the equipment and physical facilities of: production, distribution, communication, and utilities shall be conscripted.

1.0.3 Certificates of deposit showing the equity of corporations and individuals in the property conscripted will be issued. All of the financial transactions and book keeping records of the corporations would be quick frozen and they will cease to operate as private corporate enterprises engaged in producing goods or offering of services for profit at a price.


2.0 Conscription of material
Title to all material whether originating from agriculture, mining, manufacturing, forestry, or the sea shall be transferred to the respective government before it can be shipped by any common carrier--rail, truck, air, or marine.

2.0.1 The material consists of the apparatus and supplies of an organization as distinguished from its personnel. Included in material are all of the manufactured supplies, foodstuffs, clothing, and raw materials necessary for carrying out any given operation or series of operations.


3.0 Conscription of money
All corporate financing, buying, and selling are to be suspended. No profits, interest, rent, dues, taxes will be collected nor paid by any and all states, provinces, counties, municipalities, businesses, and individuals. When all manpower and plant facilities have been conscripted in the service of all in preference to private or group interest it is automatically necessary to suspend all ordinary financial transactions. Therefore, all the paying of dividends, profits, interest, rents (people would continue to live where they are at no cost); taxes are to be held in abeyance. A moratorium would be declared on all debt, and litigation. In other words business would be quick frozen in the status quo.

3.0.1 The federal governments would conscript all banks, trusts, and insurance companies; monetary wealth would be frozen. Inventory will be taken and all buildings and offices emptied and cataloged by the housing sequence. These places will become part of the housing the homeless pool.

3.0.2 The federal, state, province, municipal governments would remain as political units but their financial status would be quick frozen. To insure the continued operations of functions performed by these various governments the federal governments would have to assume all of their indebtedness and obligations. In return the federal governments would arrogate to themselves the power of levying ALL taxes. The exclusive powers of taxation would then remain dormant for the duration owing to the general suspension of all forms of taxation.

Conscription of money would NOT mean that people’s bank accounts and savings would be taken from them. These too would be frozen for the duration, but this would not deprive anyone of security or a livelihood in the interim, for the federal governments would assume this responsibility for each and every citizen of the nation states involved at the time thus freeing up all citizens for the one big job of reorganizing a Continent. Individual and corporate enterprise will suspend their privileges if this method of transition is to be a success.

An end to corporate domination: There would be no markets and competitive trading, no buying, no selling or non-federal government purchasing from corporations or individuals. And the title to all materials, whether originating from agriculture, mining, forestry, manufacturing, or the sea will be transferred to the federal governments BEFORE being shipped on any common carrier. This means the individual corporative purchasing and government purchasing from private corporations would be replaced by mass government purchase--allocation--requisition. This can be reduced to the simple formula that every purchase order is for the full 30 day operation output of mine, factory, mill et cetera. This would eliminate the tremendous flood of purchase orders, shipping bills, invoices, checks, drafts, contracts, and general red tape for current and future projects.


Special interest groups
All blocs, lobby groups, all groups involved in off continent assistance programs, and any deemed as pressure groups will suspend their activities during the transition for the welfare of us all. This would not apply to groups of people that just get together for socializing, (providing they are not deemed social pressure groups whose common interest is any change outside of their group.) It will up to our military to decide which groups will disband during the transition. BTW: many of these groups will see their objectives reached incidentally as a side effect of the transition.


Continued production and distribution
The physical facilities, rail, bus, water and air transportation; television, telephone, and radio communications; power production and transmission; manufacturing, oil wells and refining; and the mines are the collective technology by which North America produces. No conscription of manpower can be successful if corporations are not likewise conscripted. Note: this would mean that in effect corporations would no longer exist here.

Each of these functions will become coordinated, not under a political bureaucrat, but under the operating heads of the industry itself. A technological command of each industry will be appointed by the Commander in Chief of each nation to coordinate and conduct operations of each sequence whether it be transportation, steel production, or the manufacture of planes. In most operations those who are currently doing the work would continue provided they were capable of functioning at a satisfactory level.

Distribution and production will be carried out by these functions on the basis of the production orders received by them. These production orders with the necessary technical specifications, but without the price tag. Such a system of operations will make it possible to run the entire productive plant at full load factor 24 hours a day, 365 days a year.

Under present practices ten thousand purchasing orders might be sent to a large cement company within 30 days by two thousand different contractors for building the structures required by the total mobilization program. Via this plan the entire output of the cement plant is purchased on a blanket output purchasing order for a 30 day period. This blanket, operation-output purchasing order would eliminate the tremendous issuance of purchase orders, contracts, subcontracts, shipping bills, invoices, government checks, and stops and starts in production.

All production under such a government mass purchasing order of bulk materials and manufactured goods will be shipped to regional commodity terminals accurately located at transportation centers throughout the country and at seaboard. These commodity terminals then become the reserve material banks of ALL of the nation states involved. 


All immigration
Shall cease during the transition, no exceptions. There will be no waiting list.

During the transition high priority equipment and functional personnel will need to be transported around our Continent. Therefore inbound and outbound commercial type passenger flights will cease no exceptions. ALL who arrive by air, citizens or not, will be immediately incarcerated and promptly flown back to where they came from, no exceptions. Citizens who must travel from or to our continent will have access to military transport ships, ocean liners et cetera. All incoming North American citizens are subject to a two week quarantine and may only arrive via ocean liners. Time aboard will count towards quarantine and ALL on board will be subject to medical examination and treatment when needed.


Patents
all of the nation states involved will conscript patents, inventions and processes extant in their national domains whether they are of domestic or foreign to avoid interference in the operation of our physical plant during the transition to energy accounting.

No shipments of material whether by land, sea or air would be shipped to any corporation or individual consignees. It is consigned to material banks in specific commodity terminals. All material for consumption in the area of a commodity terminal is consigned from the material bank of the commodity terminal to the ultimate consumer either for direct consumption, or for further manufacturing process. All production and distribution would become, in effect, one gigantic continental service of supply for the entire population.


Importing and exporting
The transition program provides that the government shall conscript all of the physical facilities and equipment of all export and import corporations, and that the governments of the nation states involved be the sole exporters and importers to our Continent. As of December 2008 there are an astounding 825,000 importer exporters. These facilities include shipping, all of which will be taken over and operated as national merchant marine services thus enabling the governments to secure more thorough control of shipping and achieve maximum efficiency through the allotment of cargo space. Private trade during the transition period will cease. As the governments will be the sole exporters and importers the import or export of commodities merely for profit will cease and trade will be limited to essential commodities. The export of life saving commodities will thereby be done more effectively than ever before. In order to maintain control of public purchasing power because government would be the sole importer or exporter, the transfer of funds abroad would have to cease.

During World War II and again during the Korean `police action,' Technocracy urged the institution of Total Conscription as the most effective means of organizing this Continent for defense and saving human lives and resources. In this, Technocracy went further, and placed itself on record as being far more patriotic than any other organization or agency in America. Many labor union locals and other minor groups of the time endorsed Technocracy's Total Conscription Program; but the upholders of inefficiency, graft, and international gangsterism opposed it; and few of the large daily newspapers or slick magazines had a good word for it. Technocrats were once proud of their Organization's stand on this issue, and of the enemies it made. In 2009 the major opponents of such a program belong to the ancient cultures who view North America strictly as an extension of their territory.

Commentary:
Those who have a narrow perspective will no doubt glom onto specific details of this total conscription program and, well freak out. So be it. A wise person once wrote "Those who are not fit to hold the office should not question its policies." The scientific and engineering community has people who are quite capable of managing the component parts of this program so leave it up to them.

In china peoples’ jobs are assigned to them. Dubai rose up from the sands of a desert to become a luxury location where most places had waterfront property and in a speedy fashion did the rulers of that nation need to ask permission to build it? Nope. Were they hampered by not enough money available? Nope. Sure our nations are the place most humans want to live because we have everything up for sale and will even lend the money to buy it. We can be taken advantage of like no other suckers on earth.

Our culture is on the decline one reason is we cannot do anything big; we must get the OK from hundreds of special interest groups who cannot agree on anything whatsoever, we must we must ask foreign governments, we cannot jeopardize corporate profit, we must somehow raise the money when all we need to go ahead sits idle and workers sit about, we must not go against agreements  and treaties made decades ago and on and on until we cannot do the things necessary to improve things on a large scale. Well the Total Conscription Program is going to change all that.
